Registration books must be opened between September 20 and October 20 each year with elections of presidential electors. The change amends section 265 and was overlooked until county clerk Suhng identified it. Also notes a monster owl shot near town and Tenino rock delivered for Pendleton school construction.
Reports from Mukden dated Sept 15 describe a deadly stench from dead bodies as Japanese forces evacuate Liao Yang and fortify routes toward Mukden. Detachments advance from the Tai Ti river, Kuroki heads east, and a large force readies to move up the Liao with 100 barges for a Tie Pass ascent.
Convict 2215 J P Cogdill fled the Washington state penitentiary this afternoon while working near the warden's residence. A soaked shirt with his number was found in the yard and officers note his stripped, waterproofed gear. Cogdill, serving ten years for robbery, had four years served and was considered a trusty. The escape prompts a $75 reward for capture.
A fierce 50 mile per hour gale fans a major fire along Halifax's waterfront. Dozens of ships line the wharves as multiple Plant warehouses and offices burn, threatening heavy losses. The entire fire department battles the blaze as flames spread rapidly in all directions.
