The plan to simplify the draft system, approved by President Wilson and announced by Provost Marshal General Crowder, divides 9,000,000 registrants into five classes. Under the October 8 1917 presidential proclamation, food licensing requires applicants by November 1 1917 to the Licensing Division Food Administration Law Department Washington DC. Exemptions include small operators under set limits, and those already licensed.
Richard J Zolline of Detroit notes his son, American aviator Calling, a 28 year old University of Idaho graduate, single handedly downed one of seven German aircraft near Ypres during a dogfight. He dove from above, evaded fire, and escaped, gaining fame for his act aboard a Pi squadron.
