Col Ralph Love of Kansas Power & Light Co proposes a downtown white way on Commercial and Third streets at no cost to property owners, in exchange for retaining old poles and upgrading lines. City commissioners will study the plan, seek owner input, and could start installation if accepted, with cost to the power company and a small rise in city electricity bills.
