Carter mulls cabinet plans after Thanksgiving
President-elect Jimmy Carter secluded himself at his Plains home to map out a cabinet and appoint aides. Press Secretary Jody Powell said Carter would spend the weekend taking calls and meeting with Hamilton Jordan, his personnel chief, as he prepares for discussions on financial disclosure, foreign policy, and the economy. Powell noted no joint budget talks with Ford were planned and Carter would consult Congress while honoring separation of powers.

In Oakland Bill Apperson halted a public sale of his Sunol ranch at 9:50 am Wednesday by arranging funds to cover a $106,000 debt. The 145 acre recreational facility would occupy part of the land six miles south of Pleasanton.
