Estimates to approve 44 items show Fremont schools would spend over 3.5 million dollars in 1975-78 on pay raises, fringe benefits, and related increases for about 1,500 teachers. Valerie Mutch 16 testified about her brother Marvin Lee Mutch returning home soaking wet after Cassie Riley 2 1/2 drowned in Alameda Creek in Union City last September.
