Newly elected board member Walter Thompson questioned the proposed 7.5 percent architect fee on a 10 million design phase. Sprankle defended the schedule as a fair target above AIA minimums, noting it deters underbidding. Board members voiced certainty the contract would pass with minor details to resolve at the next meeting.
Newark City Council will hold a public hearing at 8 p.m. on an ordinance to allow city employees to form their own organizations to meet and confer on matters such as salaries. The agenda also includes rezoning requests, budget planning for a Forum for the Future, and highway advisory recommendations for Newark.
Fremont building activity shows total permits for January through April at 17.27 million versus 18.69 million last year. Apartment construction leads growth with permits rising to 1.87 million in April from March 181 thousand, while single and double family housing totals fall to 6.22 million for four months.

He starts work May 19 at Inland Ryerson Construction Products after a 10 year sentence for assault with a deadly weapon, with parole violations, Army service, and a nurse training pursued. Miller credits Seventh Step hosts Jimmy Moniz and Willie Wilkins for guiding him toward positive life changes and housing arrangements.
In San Francisco six youths were involved in the killing of plain clothes officer Joseph Brodnik. Three of them Jose Rios Jose Martinez and Lee Lescarler were arraigned in Municipal Court on murder and related charges after being captured in Santa Cruz. The other three were to be arraigned Thursday. Police recovered the 4% magnum revolver used in the shooting as deputies combed nearby grass and beaches.
Robert E Ferris 82 of San Jose told Fremont police he was threatened with a gun and beaten by two men at the United Auto Workers Hall in Fremont while cleaning after a Saturday dance. Ferris, president of Progressive Group of San Jose, said a janitor was harassed, and during a struggle a gun was shown as another man demanded his money. Both suspects identified as General Motors employees.
Fremont posted taxable sales of 38.89 million in the Christmas quarter, with statewide taxable sales surpassing 10 billion dollars. Fremont’s breakdown shows apparel stores 2.45 million, general merchandise 9.19 million, drug stores 1.66 million, food stores 2.60 million, liquor and bars 1.02 and 2.31 million respectively. Major returns also came from home furnishings and appliances 1.48 million, building materials 1.78 million, auto dealers 7.12 million, service stations 0.47 million, and other retailers 2.25 million. Retail stores totaled 32.34 million. all other outlets 6.55 million.
Sen. Walter Mondale of Minnesota questioned the Nixon administration plan aimed at welfare recipients, urging a program that truly finds and feeds the needy. He and others pressed Finch and Hardin to improve hunger relief while Gen. John Mitchell complained of widespread noncompliance with civil rights laws in Agriculture Department food distribution programs.
