Kennedy says U S and Viet Nam failed to win allegiance of key people

Senator Edward Kennedy warned before a refugee subcommittee that despite refugee and aid programs the United States and South Vietnam failed to win the allegiance of those they fought to defend. He cautioned a growing lack of trust in Saigon and a possible postwar shift by South Vietnamese toward the central government if gains for the people are not seen. He and AID officials stressed the importance of “hearts and minds” in the war effort and noted limited gains from ongoing efforts.
