The subcommittee held for further study three bills to set up cases for student conduct and punished striking teachers. The resolution by Sen Walter J. Stiern D Bakersfield was sent to the full Education Committee with a recommendation for approval. It urges the University board of regents state college trustees and junior college governing boards to take immediate action including filing criminal charges and instituting disciplinary proceedings against those individuals who aid abet or participate in campus disorders.
Fremont Unified School District faces a delay as the Dress Code Committee resolved the plan awaits trustees approval. A reconvened group will resume study after low attendance, aiming to form a fall committee when quorum is easier to secure. Two controversial points remain unresolved for board action.

Fremont fights street development ordinance in a two year case. Charles Snow appeals the Appellate Court ruling upholding the ordinance's validity while questioning street dedication and improvements requirements for a 2.67 acre Fremont parcel. Snow says the city and rival Rollin Cunningham plan further appeals if the high court rejects the petition. The State Supreme Court has 11 days to reply to the Appellate Court decision and 10 more for the final hearing.
