Keith Jones reports a former social programs worker accusing Fremont of weak oversight of federally funded job placements. Money under the program rose from 200000 to about 14 million, with 34 city or school district hires and 41 more placed with community organizations. City officials acknowledge screening and placement delays and potential abuses while noting some workers perform well, though staffing appears heavy at certain organizations.
