Bowles says France drew U S into Vietnam by blackmail
Former Undersecretary of State Chester Bowles said France first drew the United States into Vietnam in a cynical bargain. He testified that in 1949 France used NATO aid as leverage to obtain $2.5 billion in U S assistance for Indochina, with divisions sent to Algeria and the deal failing to honor promises. Bowles warned that militarism undermines diplomacy and cited Vietnamization as pursuing unattainable victory.
