New Prop 18 Alternative Expands Transit and Smog Powers
The proposal would let the legislature spend up to 5 percent of highway user taxes for transit development and smog research, about 20 to 25 million dollars, surpassing Prop 18 which limited funds and narrowed this to smog control. Voters in 1972 would decide transportation and air quality directions, with Californians Against Smog reissuing fundraising to back the new program after supporting Prop 18.
