Psychiatrist urges decriminalization of marijuana laws
Dr. Fertram Brown, head of the National Institute of Mental Health, and former deputy drug chief John H. Finvalor urged decriminalization of marijuana use while stopping short of full legalization. They released a government report to Congress noting mixed scientific views and the need for penalties not to jail users, especially youths, amid broader debate on policy, health effects, and social values.
