Alameda County Water District expects little disruption despite a second straight drought. State Narcotics Enforcement and federal agents rounded up 10 alleged members of the Sotelo organization in El Dorado Alameda Merced and Santa Clara counties. The suspected kingpin slipped away and remains at large as information on arrests has not been fed into computers to avoid compromising cases.
