Fremont council members propose turning off nonessential street lights on major arterial streets and half of twin street lights to save about 40 000 dollars. They also consider a plan to save 78 008 by shutting off nonessential lighting in city divisions.
President Ford announces a major staff shakeup naming Baker from Houston as chief lieutenant and James A. Morton to head a steering committee. Dean Burch, William Ruckelshaus, and others join as negotiators and aides while Ford vows a full schedule and strong outreach ahead of debates with Carter.
The Assembly passed the Reform of Intermediate and Education bill to overhaul grades seven through 12, emphasizing parent teacher and student involvement, tailored instruction, and new minimum standards in math and language arts. It would allow business internship credits, cost about 141 million dollars yearly when fully implemented, with planning costs of 36 million in year one.
Three Chowchilla kidnapping suspects Fred Woods James Schoen and an unnamed third were indicted on 27 counts of kidnapping and 18 counts of robbery in the 1976 bus hijacking that freed 26 children and their driver. Bail set at 1 million per suspect. Witnesses included Ed Ray and 23 of the 28 children. The grand jury delivered indictments after two hours of testimony and slides of physical evidence.

Fremont school board voted to raise cafeteria meals by five cents for elementary to 45 cents and by five cents for junior and senior high to 50 cents. Adult lunches rise two dimes and 15 cents, while student breakfasts go from 30 to 35 cents. Free or reduced meals remain available for needy students. North Fremont parents protest school moves for Oliveria and Norris Elementary, with shifts planned for September 1977.
Houston UPI report quotes Leon Jaworski stating Richard Nixon preserved the Watergate tapes hoping to gain wealth, and that wealth motive ultimately cost him the presidency. Jaworski recalls Nixon’s contempt for critics and notes he might have survived if tapes had been destroyed.
