President Taft issues a new set of executive directives while officials tackle a growing rat problem. Officials outline measures across agencies to enforce cleanliness and pest control as battles against vermin intensify.
Secretary of War Taft announced immediate execution of the presidential order discharging the Negro troops from Brownsville Texas after Roosevelt declined to suspend the action. A telegram from the president stated no suspension unless new crucial facts emerge. The president said only new evidence showing reports untrue or exculpating individuals would alter the course.
Berlin reports a German meeting of literateurs and artists condemned American culture after the arrest of Caruso the grand opera tenor for alleged annoyance of a woman in New York Central Park monkey house. They accused Americans of barbarism and ignorance of high art.
In Washington Taft met with Oliver Ainsworth and other war officials after arriving from New York. He stated he would not discuss discharging black soldiers while noting that the president’s order would be carried out promptly, reflecting a rapid shift in his position.

Subpenas for defendants in the government suit against Standard Oil will be sent out today by the U S district court clerk in St Louis. Subpenas for 71 corporations and partnerships go to courts in New York Ohio Pennsylvania New Jersey Kansas and other states. Waters-Pierce and Public Oil Company officers to be served here.
H. J. Surratt, a white man, was arrested today by Sheriff-elect W. C. Le Grande on a charge of obtaining goods under false pretenses. He failed to post a $200 bond and was jailed. Col. W. H. McKleroy of Anniston National Bank says he seeks justice to deter similar crimes and holds goods to protect the bank.
Calhoun County division of the Southern Cotton Association transmits a message from Alabama division president W H Seymour urging beat meetings on December 1 to elect local officers and select representatives for the county and state meetings in Montgomery on January 2. He calls for press support to mobilize participation and strengthen the association.
The annual convention of the fifth district Sundlay school association meets at White Plains Methodist Church next Sunday. The day includes a devotional, a Sunday school session, a discussion on Sunday school and temperance, committee appointments, school reports, and lectures by R L Cater and S A Russell with general discussions and officer elections.

Rome November 21 The Italian government joins the European confederation against the oil combine and aims to abolish the crude petroleum duty. Free crude will enable the European group to challenge the Rockefeller controlled market and aim at Russian fields, threatening American interests.
Manager Ragsdale at the Princess skating rink will run a week long contest starting Monday offering prizes to the fastest skaters over 15. The event attracts a wide audience and the rink is well lit with music by Young's orchestra. Five bells govern start stop reverse exhibition and couples only.
A morning trial over a Noble street melee ends with a puzzling verdict. I. I. Kelly pleads guilty yet is found innocent, T. A. Nix is guilty of the assault but acquitted, and W. H. Fisher, not on trial, is found guilty with a fine of four dollars.

A carload from Rock Springs attended the Ed Taylor trial in Gadsden. They mingled in the city until court time and left by the night train. Sheriff Chandler placed a special guard on the jail due to precaution and reports. The visitors lived near the killing site.
The Georgia organization of the Daughters of the American Revolution held its annual meeting in Columbus with delegates from Savannah, Augusta, Macon, Atlanta and other cities. A detailed program was arranged by the two local chapters to entertain the visitors.
