Senate finance committee tackles a $420 million war revenue shortfall after the senate commandeered whiskey in bond. Three funding plans are considered bond issue taxes and levies, with only sixteen states having completed required preparations for the draft.
Washington officials report a new delay in drafting a million men as only sixteen states and the District of Columbia have completed preparations. The date and method remain unknown while Virginia West Virginia and Tennessee stand as the only Southern states ready for the drawing.
Delegates from state camps gather for the Sovereign Camp session, representing about 12,900 local camps and nearly three quarters of a million members. The Woodmen Circle auxiliary attends, and officers will be elected Thursday as the convention runs for a week or ten days.
The Benevolent and Protective Order of Elks begins its annual grand lodge convention in Boston on July 9 with opening exercises at Tremont Temple. Governors and city officials greet the gathering as members and guests arrive from various areas filling hotels and rooming houses.

Connor will deliver the literary address on Judge John A. Campbell.
A labor shortage among Negro workers in Anniston and Calhoun County grows evident in the police court where fines paid for misdemeanors by employers. City street department must hire, with Walter Hightower volunteering after paying his fine. Factors include army enlistment migration north and camp development, worrying manufacturers and farmers eager for workers to fight boll weevil.
Lieutenant Wallis of the Coast Artillery Corps appeals at the courthouse for 100 men over age to become officers. He notes officers save lives, cites high losses if leadership fails, and says applications—400 in Montgomery, 50 in Tuscaloosa, 30 in Mobile—will be sent from Anniston.

President George A. Sneed announces Rev. Stewart McQueen of Montgomery as chaplain and Dr. 8. C. Meigs of Centerville as surgeon for the Alabama Travelers Association. He also unveils committee selections and sets the next meeting for Selma in June to discuss legislation aiding traveling men.
Captain Matt Murphy, tasked by Col. Bibb Graves, recruits about 20 men from the Birmingham district for the First Alabama Cavalry. The regiment already holds full strength except for a score disqualified by physical disability, creating the need to fill these vacancies.
London reports confirm abdication of Emperor Hsuan Tung after General Chang Hsun failed to restore monarchy. Chang Haun resigns as abdication edict is issued. Republican forces hold key positions on city outskirts with prospects of peaceful settlement.
A 25 member Red Cross chapter was formed at the Fifth Ward Presbyterian church after a patriotic service led by Mrs. W A J Kopp. Speakers Dr E M Sasvil Mrs Kopp and Mrs J E B Aderhold praised the Red Cross, discussed Palestine and the war effort, and highlighted fundraising with $28.65 rising to $45. In Petrograd the Russian forces push toward Stanislau in Galicia, claiming 7,191 prisoners and 48 guns as fighting resumes. London reports Germany mobilizing for war, with a Stockholm dispatch noting a million called to colors in the past month and two million more mobilized.
Official advices from Salonica describe a violent artillery duel in the Monastir area on the Macedonian front. British aviators reportedly bombarded the Bulgarian positions at Porna and Angista.
Athens reports the cabinet will convene parliament on July 25. Alexander I annuls his father's dissolution decree. Venizelos will address parliament with an extended statement on Greece's current conditions.
Paris reports General Pershing and aides held talks with allied aviation chiefs. The delegation arrived last night and began work early today. Indications point to a potential large scale air offensive against Germany once the United States enters combat.
Rotterdam reports Wilhelm has invited all neutral ambassadors and ministers in Berlin to a conference on Saturday to discuss ongoing tensions and possible diplomatic actions.
