Washington reports flagging peace prospects as Senate debates war measures. Senator Reed attacks Hoover and the food administration, calling it dictatorial while Congress nears adjournment after broad war legislation. Shipyards remain under study, with no immediate commandeering expected.

Boards have been calling up 200 percent of quotas, doubling numbers, but exemptions run higher than expected. Government may be unable to obtain more than one man in four called up.
Two German sailors who said they escaped from an internment camp in New Orleans were arrested in Boston by an immigration inspector after boarding a foreign vessel as Russian Poles. They identified themselves as Julius Baron and Earnest Saber.
