Bowen trip raises ethics questions over paid travel
The Indiana State Ethics Commission approved expense paid travel for Governor Bowen and his wife to a Great Lakes Conference in West Virginia and a nine day Israel trip for Lieutenant Governor Orr. The commission said no conflict of interest since sponsors lack regulatory power over officials, though previous rulings restricted spouses’ expenses. Orr has not decided whether to accept. Bowen’s term ends in 1980 with potential future U.S. Senate consideration.
