Carter Signs Law to Expand Black Lung Payments
President Carter signed a new law expanding black lung benefits for coal miners and speeding claim reviews. He touted broader eligibility while noting the pact for the 86 day strike must still be ratified. UMW leaders attended along with coal-state lawmakers. the tax fund will finance payments with a 25 cent per ton strip mining levy and 5 cent per ton underground tax.
