Winter cold spells trigger broad power cutbacks across states
A severe cold wave from Michigan to the Carolinas caused widespread electric power cutbacks and rationing. At least 16 deaths were blamed on the cold as utilities reduced output and urged conservation. Ohio and Pennsylvania reported heavy demand and measures such as 5 percent to 50 percent reductions. Cleveland recorded 8.6 inches of snow with school closures affecting 113,000 students.
