League of Nations Publishes Text of Permanent Court Project
London Sept 14 The League of Nations headquarters released the full text of the project for a permanent court of international justice adopted by the Hague committee of jurists including Elihu Root. The council says it will not express opinions on merits until governments study it, noting the draft covers 62 articles in three chapters on organization competence and procedure. The pact envisions 19 judges with 11 full members and four deputies, appointed from among highly qualified jurists.
