Dewey Testimony Reveals Manila Surrender Talk and Aguinaldo

Admiral Dewey testifies before the Senate on the Philippines remarks that negotiations with General Jaudins via Belgian consul occurred without letters and that Merritt did not fully trust Spanish capitulation. The hearing touches on proclamations and Consul Wildman, with a focus on independence versus profit motives.
