Treasury officials insist the Dingley tariff requires imposing a duty on petroleum or its products from any foreign country that imposes duty on American goods. They note no action on Russian imports occurred until January 2, 19, when the board of general appraisers ruled on petroleum products. The process involved petroleum refined in Russia and England before entering the United States with duties matching Russia’s rate.
