Cuban Situation Stays Narrow Troop Withdrawal Favored
Washington July 18 General Wood spent hours with the secretary of war reviewing the Cuban situation. He urged that withdrawing more than the three regiments now ordered would be undesirable keeping American forces in Cuba at about five thousand. The move is deemed essential until after the constitutional convention, which will be set after six weeks due to rural communication delays. Election of delegates likely to finish by October. Secretary Root agreed with Wood, and no further drafts on Cuban forces are planned at present.
