A cablegram sent to Minister Wu on July 9 asserts that the foreign ministers in Pekin are all alive and well. Wu called the message authentic and said it provides reassurance amid ongoing tensions.
Washington reports a hopeful shift in the China crisis after Allied victories at Tientsin and Wu’s cable about safe ministers. Cabinet meets. Root says no extra session unless future needs require troops or money and confirms 10,000 to 12,000 more might be deployed to China by late summer.
Washington dispatch notes Admiral Remey confirms the city and forts of Tientsin are in allied hands. Casualty list grows with several officers killed or wounded including Marine Captain Davis and Colonel Liscum, plus multiple Lieutenants and Captains reported wounded. The Kentucky Republican State Convention in Louisville nominated John W. Yerkes of Danville for governor, denounced the Goebel election law, and adjourned within three hours. The platform urged repeal of the Goebel law and condemned Democratic control, with Yerkes promising civil liberty and political reform.
Lexington Kentucky July 17 preparations finished for the Democratic state convention to be held Thursday afternoon with Governor Beckham the leading candidate for governor and former Governor McCreary among the contenders.
Joseph H. Lewis James TD Balck James P Tarvin and other dark horses are cited as potential contenders as deputies clash over the platform amendment to the Goebel election law. The proposed plan is set to be the convention’s feature.
Sedalia July 17. The Democratic state judicial convention nominated James B. Gantt of Clinton and Henry Cook for the supreme court by acclamation. The platform affirmed Kansas City conventions principles and endorsed Dockery against the Dingley tariff, urging support for all nominees and the cause of human liberty. Morton Jordan placed Gantt's name. the vote was by acclamation and the convention adjourned sine die.
W J Bryan says anti-imperialists may back the Democratic ticket despite opposing imperialism if the silver plank is a concern. He argues many gold standard opponents will support the ticket, noting abolition of imperialism depends on consent of the governed and warning that bimetallism evils could be corrected easier than endorsing militarism.
The Idaho Republican state convention opened in Boise with Judge W B Heyburn as temporary chair and Charles L Heitman later chosen permanent chair. Officials indicated a strong Morrison lead for congress and listed probable ticket: Stanrod for governor Morrison for congress Patrie for secretary of state Syms for auditor Wyman for attorney general Breele for supreme court judge Kester for treasurer. The platform will endorse the Philadelphia platform and current administration policy.
Senator Hanna leaves Cleveland tonight for Chicago to choose permanent Western headquarters for the national committee. He will return to Cleveland tomorrow night.
Georgetown Ky July 17 witnesses in the Powers case testified about a plot to bring 1000 mountaineers to Frankfort to intimidate the legislature and threaten Goebel’s life. Finley Anderson and Lucy Brock described plans and funds linked to Governor Taylor.
New York July 17. The National Wall Paper company known as the National Wall Paper trust for more than six years will be dissolved after failing to curb manufacturers. The Continental Wall Paper company allied with it will wind up as the trust collapses.
The Daily Mail prints a St. Petersburg dispatch alleging China has declared war on Russia. Chinese troops and Boxers reportedly seized a Russian transport with munitions near the frontier, killing nearly the entire escort, then attacked Veszhenek on the Amur river, where the town and its defenders were overwhelmed and burned.
