St Petersburg reports Japan claims it is owed an indemnity as a term for ending the war. Russia insists no acceptable terms exist and that Japan must propose a settlement. Observers say Allied powers watch Japan USA Britain France Germany with interest while Kuropatkin's fate looms over Oyama.
London reports say official circles deem Russia's proposed peace terms inadequate. Japan rejects the terms as impossible, arguing Korea and the Liaotung peninsula are already Japanese. Baron Baren notes restoring Manchuria to China would leave Russia with two thirds of Manchuria.
Washington says the United States has kept close touch with talks on peace between Russia and Japan. Officials avoid public statements but indicate foundations for negotiations are laid and the U S may have a role in bringing the principals together.
