Helena February 21 The Montana House killed for the third time this session an initiative and referendum bill failing by two votes short of a two thirds requirement for a constitutional amendment. The measure, introduced last Saturday, faced opposition from Leiper and others as it moved through committees and the general order. The debate featured quotes from Dempster and Leiper, defense of popular control and scrutiny of limits in one third of counties, with final passage falling at 46 to 25 after a caucus and a break of a pair.
