The veteran Chinese diplomat Li Hung Chang urged a halt to hostilities while peace talks proceed. The powers reject the appeal and require ministers to be surrendered before any overtures will be considered.
Washington reports a hard line stance after Li Hung Chang pleads for a Tungchow armistice. Chaffee is empowered to negotiate at Pekin, with orders to deliver the ministers to the relief column at the walls or gate of the inner city. The crisis centers on the timing and location of safe delivery for the legation members.
Washington reports that full compliance with U.S. demands will prevent the Allied march on Pekin. Li Hung Chang’s plea for a halt at Tuncchow is rejected. The Liberty Congress gave William Jennings Bryan an almost unanimous endorsement after an energetic demonstration when his name was mentioned. Reformers denounced McKinley and his imperialist and militarist policies, presenting Bryan as the sole choice of all but Hanna's universe.
In Indianapolis the Liberty Congress of the American League of Anti Imperialists endorses William J Bryan for president to oppose McKinley imperialism. The platform condemns governing territories without consent and urges voters to support Bryan and oppose McKinley.
