Intensive national campaign is launched by the new directorate of the Association for Recognition of the Irish Republic aiming to secure broad congressional support and public advocacy across regions. The effort mobilizes members and partners to push for formal recognition.
Chicago April 21. An intensive national campaign for recognition of the Irish Republic began in every congressional district with plans adopted by the new American Association for the Recognition of the Irish Republic. National secretary Peter Golden said interviews with doubtful congressmen and senators would be arranged by three national officers Maj Eugene M. Kinkead Joseph Scott and John G. Maher. They will circulate petitions and present arguments on Ireland's cause and American duty to recognize independence. Within two months a large delegation of state delegates would join the effort.
Associated Press reports in Washington that Senator Nelson of Minnesota introduced a bill to punish moving a stolen automobile between states with five years imprisonment and a $5,000 fine.
Paris April 21 One hundred thousand French troops are planned in addition to those on the Rhine with two thirds of the Ruhr valley to be occupied. Elberfeld and Barmen in Westphalia would also be seized. Troops from Silesia and the class of 1919 would fill the balance. Allies would control German mines and mills profits with a 40 percent tax on Ruhr exports.
Washington April 21 final vote in the house on a temporary immigration bill was in prospect after the house in committee of the whole voted down many amendments with one key exception. The bill would limit aliens seeking admission to the United States to 3 percent of each nationality listed in the 1910 census and would be in effect for 14 months from passage.
Tokio dispatches report cabinet will not alter Japan’s Yap policy despite the recent American note. The Hachi Shimbun says Japan’s reply, to be drafted and reviewed by the cabinet, reaffirms adherence to League of Nations and supreme council decisions. It argues the Yap issue is a U S dispute with powers collectively, not a bilateral problem.
The Montana state convention of the Degree of Honor Prospective association opened at the Carpenters Union hall with 50 delegates present. State president Mrs Sibyl Greer led the session, and welcomes were offered by Butte officials Mrs Laura McGregor and Anna Pinekard. National president Frances Buell Olson spoke on aged member support and the home and relief fund. The meeting underscored “Give service” while highlighting Armenia and China relief efforts. continues on page 4.

AP dispatch from London reports Trotsky claiming Bolshevik forces number in the millions with 150000 officers and a 400 percent rise in 1920 munitions output. Siberian and Ukrainian insurgents gain momentum as rebels defeat some Bolshevik troops amid government calls to hire foreign troops. Soviet papers note issues in Siberia, loans to Armenia, and plans for an East offensive.
Spokane dispatch reports wage cuts affecting about 2000 miners and smelter workers in the Coeur d Alene district in Northern Idaho. Reductions range 50 cents daily for miners and 75 cents for smeltermen, effective May 1. Several operations including Bunker Hill Sullivan Caledonia Sierra Nevada and others posted notices, with some mines already in reduced production. Miners would earn 3.75 to 4.75 dollars per day and smeltermen 3.50 to 5.25, as of the new schedule.
In Washington on April 21 the Senate held an extraordinary four hour session attacking and defending Col. George Harvey's appointment as ambassador to Great Britain. Senator Harrison charged Harvey with prejudice and strife, while Senator Reed and Senator Lodge condemned the post confirmation assault as political tactics and lauded Harvey as a true American.
Berlin April 21. The Imperial Bank of Germany shows total gold holdings at 1 091 598 000 marks as of April 15, slightly down from 1 091 602 000 marks in the April 7 statement.
William Bebont of Dodson Mont now in the state pen after admitting burglary in Bole Mont learns he is heir to 15000 dollars. Sheriff I B Martine of Teton county says Bebont learned of the legacy while jailed at Chateau and chose to plead guilty and spend none on attorneys.
William D Haywood known as Big Bill of the I W W is reported to be in Russia. He had been free on a 19000 dollar bond awaiting U S Supreme Court action after conviction in 1918 for obstructing war plans. The court recently refused to review the case and ordered return of 93 I W W members to Leavenworth with a deadline looming.
New York April 21 The American Civil Liberties Union released a statement saying William D. Haywood plans to return to the United States after trades unions conferences in Moscow in June He left the country before the supreme court decision and intends to serve his sentence immediately after the conference The ACLU states it has assisted the I W W defense committee but has no connection with the organization The union emphasizes its interest in free speech and free press in these cases
Washington reports indicate William D. Haywood, secretary of the I W W, has been sentenced to a Leavenworth term but no advices on his whereabouts. Baley says there are reports he may be in Russia, possibly Riga or Moscow, but details remain unclear.
Washington April 21 Provisions for a regular army of 166000 men, up from 156000 agreed by the last congress, are in a redraft of the army appropriation bill by the house sub committee. The measure carries about 330000000 dollars, about 15000000 less than the total in the bill as passed, and a pocket veto by President Wilson.
The Secretary of State states he cannot agree to arbitrate and act as umpire in the settlement, rejecting Berlin’s plea. The note outlines refusal to participate in arbitration.
Washington April 21 The American government refused to pay Germany’s request for President Harding to mediate the reparations dispute with the allies and fix the payment sum. Secretary Hughes responded after a White House meeting. He said the United States could not arbitrate to act as umpire but urges immediate resumption of negotiations and invites Germany to propose a proper basis for discussion. The U.S. would inform allied governments if Germany takes this course.
In Butte's business district a stray bullet shattered the Wheeler bakery front door glass at 324 Fast Park street and narrowly missed Mrs. Cole as she entered. The .32 caliber bullet was found inside the door. Police believe it was fired from distance with no shots heard.
Washington April 21 Senator Smoot reintroduces a measure from last session to shield prospecting permit holders. The bill would allow applications filed before land or deposits are designated as producing within a geological structure to proceed, even if such designation occurs prior to discovery. It seeks early Interior Department action and passage in Congress.
