A more hopeful outlook emerges as negotiations near a settlement of the grievance that has threatened to halt Britain’s key industries. Officials report progress toward resolving labor tensions and restoring production.
London April 9 The coal miners strike shows signs of settlement through negotiation. A conference between miners and coal owners is set for Monday at the Board of Trade to discuss the dispute while notices urge miners to abstain from action affecting mine safety. Arthur Henderson and Lloyd George guides indicate no general strike on Tuesday. The triple alliance executive reports a conference with the premier and a government call for talks.
The Navy reports the missing balloon A-5597 was found by the fishing boat Electra off Cape San Blas. The gas bag and basket were intact, but no trace of the five crewmen has been found.
The Montana state highway commission will convene in Helena on Monday under a call issued by Chairman George W. Lanstrum to adopt the commission's policy for the year.
Capper and Tincher of Kansas plan to introduce a measure aimed at private wire houses. The proposed bill targets gambling activities tied to grain trading and seeks to curb speculative gambling operations.
Senator Capper and Representative Tincher of Kansas will push a revised anti-grain gambling bill in the new Congress. It covers grain and cotton, seeks to end private wire houses and place exchanges under the bureau of markets, with boards of trade enforcing rules and publicity. Capper cites 15 billion dollars wagered yearly and links bear manipulation to wheat price drops.
German foreign minister Dr Walter Simons said in Berne that Germany would provide for reparations owed to the Allies and soon take occasion to prove its good will. He spoke during a conversation with Dr Motta head of the Swiss political department and met President Schultz and Vice President Haab.

Thieves shattered a plate glass window at M Delovage jewelry store in Butte Montana, stealing watches and jewelry worth over two thousand dollars. Sixty three watches were left in the show window after closing hours. The burglary was discovered about 5 am by Patrolman Joe Sage. Eugene Tieche, 41, was arrested nearby by Lt. Dwyer and detectives Rodda and Van Orden and Patrol Driver Mundy as he allegedly attempted to flee down an alley.
Seattle Post-Intelligencer announces tomorrow the transfer of the controlling interest from Clark Nettleton to John H. Perry, a Seattle attorney. Mr. Perry will become president of the Post-Intelligencer Publishing Company.
In Buffalo on April 9 a charge of first-degree murder was returned against Roy Harris based on his confession that he helped kill Joseph B. Elwell in New York last June. Former Gov. Charles S. Whitman said he will go to Buffalo to interrogate Harris, who reportedly confessed that a woman hired an accomplice and Harris for the Elwell murder.
Donal O Callaghan lord mayor of Cork arrived in the United States as a stowaway and without a passport. Officials are sorting jurisdiction between the state labor departments and the department of labor concerning asylum as a political refugee and his status as a seaman.
Athens reports Greek forces still confident of defeating the Turks in Asia Minor despite heavy losses at Eski-Shehr. Reinforcements are being dispatched to the front to strengthen bleeding lines.
Covington Ga April – John S Williams a plantation owner in Jasper county was convicted of first degree murder connected to peonage killings and given life imprisonment. He was moved to Atlanta late today to await action on a motion for a new trial.
Philadelphia reports the sudden death of Wharton Barker a noted populist candidate for president in 1900 at his home. The veteran reformer 175 years old was described as a middle of the road figure in early 20th century politics.
Harbin Feb 26—Scherchen ko the notorious Russian bandit was killed while leading an assault on the paymaster's car of the Chinese Eastern railroad. The AP correspondence reports his death following the raid.
Washington April 9 Postal em ployes will hereafter be armed and rewards even for apprehension of mail robbers. Postmaster General Hays today sent out an order posting 4 standing reward of $5,000 for any star employe or other person who rings in a mail robber. Mail robberies must stop.
From Riga April 9 the Associated Press reports Russia is organizing a new international army of over 100 000 committed communists who took part in Kronstadt actions. It is described as the only force Soviet leaders trust for action while demoralization hits the old army. German Spartacists believed to be training for potential future operations in Germany. The regime signals no immediate offensive, focusing on propaganda to incite strikes and unrest.
In Topeka on April 9 an agreement was reached to accumulate a surplus of 22 000 empty box cars in Kansas for initial movement of the 1921 wheat crop. Clyde M. Rex, chairman of the public utilities commission, said the plan should largely prevent a repeat of the car shortage.
Salt Lake City April 9 Western woolgrowers may ship their wool to Boston by way of the Panama canal, saving $59 on each car load, says Prof. R R Marshall secretary of the National Wool growers association. Last year wool men rushed to market. Boston was then empty of wool. Now there is no hurry and shipping through Panama via San Francisco would cut storage charges.
Madrid April 9. A report in Diario Universal claimed Spain offered asylum to former Emperor Charles of Austria Hungary but the denial came from Foreign Minister Marquis Delema.

WALLACE Idaho April 3 A wage reduction at the Bunker Hill Smelter in the Idaho Coeur d Alenes was forecast by smelter director Frank M Smith after his West and Middle West trip He said the wage cuts are intended to help keep the plant operating despite low metal prices and economic pressures.
