Reorganization of Iowa Agricultural College Board
The McCall bill proposes reconstituting the Board of Trustees to include the Governor, Superintendent of Public Instruction, and one representative from each congressional district. It aims to democratize governance, curb mismanagement, and align with state universities while ensuring competent scholars lead the college. The measure seeks a larger, more diverse board to oversee a vast endowment and extensive laboratories, with elections in 1884 and extended terms to ensure stability and accountability.
