Hon D B Harrell of Webster introduces a bill authorizing sale of the State Road with governor and treasurer to execute. Minimum price set at not less than 8 750 000, first payment 2 990 000 by Oct 1 1889, remaining in annual installments 1890 to 1915. Sale revenue to retire state bonded debt, avoiding loss to taxpayers.
Representative Harrell argues the State should sell the State Road as it no longer serves public needs. He cites low rental returns, higher bond costs, and annual losses, contending sale would reduce debt interest, free funds for schools, and prevent road depreciation from private competition. He warns of market depreciation if kept as state property.
