A dated claim asserts women must have flawless skin to be attractive or clean in appearance. It cites pimples freckles blotches and imperfections as inherent barriers and argues only skin remedies endorsed by physicians can fix such flaws.
The reform scheme drawn by Great Britain, France, and Russia aims to make local governors Christian or Muslim by population, with powers to confirm appointments. Local taxes go to Constantinople, judicial changes, abolition of torture, and mixed Christian and Turkish police. An imperial decree could finalize soon, with a Christian high commissioner.
