No War Prisoners Held by Filipinos Denied

Secretary of War Alger received a dispatch from General Otis stating insurgents have not taken any American prisoners. He notes 1,600 insurgents captured since Feb 4 and that most are held as POWs. Otis calls reports of 600 prisoners fabricated and assures volunteers' strength remains intact.

Adjutant General Faces Big Task in Army Reorganization

The war department must supervise mustering out of volunteer units and mustering in 85 000 men for the new volunteer branch. Regulars will be rebuilt to required strength, with volunteers forming infantry and cavalry regiments numbered by arm. Many discharged regulars may re enlist, and conscription is explicitly avoided.

Rebel Vessel Destroyed and Luzon Cruise Report

Guabboat Concord conducted a week long west Luzon coast cruise. A schooner loaded with rebel supplies at Dagupan was burned. rebels fled Dagupan as the gunboat anchored. The dispatch notes a seizure of a steamer carrying army and ammunition in Japanese waters and Aguinaldo's forces showing demoralization with officers deserting and insurgent units retreating.

Admiral Dewey Named Navy Chief in Philippines War

The president sent nominations to the senate elevating Rear Admiral George Dewey to admiral of the navy and Brigadier General Elwell Otis to major general by brevet, ranking Dewey over Otis as operations merge in the Philippines. The department lets Dewey choose his uniform with four stars on shoulder straps.

Advancement of Hobson Promoted Ten Ranks in Navy

President nominates Richmond Hobson for advancement ten numbers from No 1 on the assistant gavel constructors list. Naval officers call it the greatest material promotion and recognition of gallantry in naval history. It would make Hobson a captain at age 40 and adds 250 numbers in the navy line.

Constitutionality Questioned in Alabama Constitutional Convention Act

Cooper and Foster on behalf of J. E Gardiner George Vandeventer O B Harris and other Huntsville taxpayers file in Madison County chancery court to enjoin probate judge sheriff and circuit clerks from appointing inspectors to hold an election for delegates to a constitutional convention contending the act is void and that no statute requires such election and that delegates may not legally represent the people the act violates the state constitution and does not require submission to voters for ratification.

Judge Candler issues injunction blocking Consolidated Electric from building a line on the East Point charter road. Fulton County commissioners join as defendants. Quay Loses Three Votes on Senate Ballot Break

Captain Groom of the Philadelphia city troop testified about army rations in Porto Rico. He said roast beef was standard for two weeks, described trimming of edges and serving of meat, and noted some leftovers. Other reports described the Wheeling gunboat sailing for Manila and the Aberdeen bringing Moravia wreck survivors to Halifax.
