Pace Proposes End of Fee System in Georgia Consolidation
Atlanta July 23 One of the most important legislature items to move in Georgia was introduced in the Senate by Senator Stephen Pace Sumter outlining two joint resolutions. They seek constitutional amendments to abolish justice of the peace courts in cities with 5000 or more, consolidate county tax assessor and tax collector offices in counties with 25000 plus population, and place all county officers on salary rather than fee basis. The amendments would allow salaries for clerk of Superior court City court sheriff ordinary tax collector and tax receiver where adopted but not compulsory. Salaries would be enacted by a special bill passed by the general assembly.

British urges nations conference to limit arms costs
In London Ramsay McDonald led a motion calling the government to convene an international conference to limit armaments amid rising military expenditures. In Oak Park a fatal street clash over four dollars left Tom Alford dead and Eden and Alton Griffin seriously wounded as townsfolk recalled church to home fights turning deadly. Walton Elden was knocked unconscious. Grif in almost severed Alford's ear and both sides exchanged gunfire. Alford died before aid arrived. he was uncle to J A Alford, who previously killed Deputy U S Marshal Ben Wilson in Soperton Georgia. The Griffins are World War veterans living in Oak Park.

Georgia Appropriations Near Nine Million For 1923
Atlanta July 23. The general appropriations bill with about 9.4 million dollars in total was introduced in the house. Chairman Culpepper warned that Elders proposed flat five and a half million for common schools would cut school funds by at least a half million. The bill allocates 4.25 million to schools plus half of all state revenues over 8.5 million. Elders proposes adding 250 thousand to the school fund with a clause to exclude half of revenues above 8.5 million. The House plans an early session tomorrow to advance tax reform and the appropriations bill. Other bills tighten fraternal records, ban masks in public, bar teaching agnosticism or Darwinism as fact, and quarantine Florida green peas and beans. In the Senate Pace offers a highway department inquiry substitute to block McMichael from the committee.

Effie Howard Dies After Brief Illness in Americus
Miss Effie Howard died Sunday night at 10 45 at her home 918 Oglethorpe avenue East Americas after a five day illness. A long time resident of Americus she was active in community affairs and loved by many. Funeral services were held this afternoon at 4 from the family residence conducted by Rev John M Cutter pastor of First Methodist church. Burial was in Oak Grove cemetery. Pallbearers were Philo Smith D F Davenport W A Joyner D R Andrews Howell Elam and Charles Smith. She leaves two brothers Lee Howard Americus and J H Howard Albany two nieces Olive Howard Lula Howard Americus and three nephews Jack Cecil Americus and Jim Howard Albany.

Funeral services for Mrs. Fannie Henderson
Many friends from Americus and nearby areas attended the Pleasant Grove church service on Sunday morning for Mrs. Fannie Henderson who died early Saturday at her daughter Mrs Will Chambliss home near Americus in the 28th district. Rev. James Brewton led the rites and numerous floral offerings were displayed. The remains were taken to Fort Valley for interment Sunday afternoon.

Fifteen Escaped Convicts Re-captured After Jail Break
Chester, II July 23 Fifteen of forty one insane convicts who escaped last night from the state hospital for the criminal insane here were re captured this morning. Officers pursue several others believed to be arrested before night. The breakout followed a wholesale jail delivery in which one convict was slain two guards stabbed seriously and others beaten. Many escapees had been committed on pleas of insanity for murders in various parts of the state. Posses including fifty guards from the adjacent Southern Siinois penitentiary police and citizens scouted a wooded north Chester area where fugitives are believed hiding amid rough terrain and bluffs by the Mississippi.

The Bituminous Operators' Special Committee reports savings rise among foreign-born miners in Colorado's soft coal fields led by Italians, Hungarians, and Austrians. Walsenburg, a 5,000 population town, shows 70 percent soft coal miners and 50 percent foreign-born residents. Bank deposits grew from 2,246,161.61 in 1922 to 2,748,920.76 in 1928.
