Senate Finance Committee Substitutes Free Silver Bill

The Senate Finance Committee agreed to report a substitute for the tariff bill that provides for free coinage of silver at 16 to 1. West proposed the substitute, with Nevada Democrat Jones voting for it and all Republicans opposing. Walcott of Colorado was absent. The measure echoes the silver bond substitute passed earlier, directing minting and treasury actions to redeem notes in silver and greenbacks, and setting penalties for early issuance of bank notes. The vote sparked delay bids from Republicans, but Morrill moved to recommit and then report the bill with amendments, while representatives debated pension provisions and referred related measures to committee.
