Victoria B C August recalls Formosa reports of Japanese troops alleged to practice extermination. Witnesses allege rapine murder and burning of villages as crops and graves are desecrated with widespread brutality against native Formosan people. The account cites Taiwania and China Mail correspondents.
The American Bar Association will hold its annual session in Saratoga on August 19. Prominent lawyers from the south and across the United States will attend, with Lord Russell delivering a principal address. Colonel N J Hammond of Atlanta is a leading southern contender for president.

He backed amendments in principle but insisted on the 100 pound pasture holding limit and opposed omitting the amended clause. He warned the Lords had altered the bill to tenants’ detriment and urged acceptance in its current form.
The Crack Cyclists of the Country collide at Leninvilla in Louisville with races beginning Thursday. Weather cooled by a Tuesday thunderstorm, track touted as lightning fast, and organizers promise record chances as top riders from Chicago and others participate. A large parade and a war melon feast closed the day after a planned Frankfort run was canceled.
Special Master James W. English orders the Columbus Southern railway sale to settle bondholder claims. California banks refuse large silver deposits as the gold premium rises in New York. The subtreasury gold supply declines from about 15 million to under 9 million, with 3 million shipped last month to the New York subtreasury.
