Senate Hovers Like Ghost at San Francisco
Washington reports the Senate looms over the San Francisco United Nations conference. Passage of any ratification requires two thirds of present and voting senators, or 33 plus one if fewer senators attend. The entrenched two thirds rule gives the Senate power to block joining the league regardless of public will. The fight to end the rule continues as the Senate remains in control.
