Texas legislature proposes Article VII updates adding Sections 17 and 18 to levy a two cent pension tax and a five cent higher education building fund tax. The plan Authorizes bonds for colleges, sets bond terms up to ten to twenty five years, allocates funds to numerous state institutions and outlines election, proclamation, and publishing steps.
