South to gain bigger voice in Democratic nominating system

W. B. Ragsdale reports that post 1940 the Democratic Party plans to reward the solid South with more delegates and a stronger voice at the presidential nominating convention. A Farley appointed committee will draft a new apportionment, possibly a bonus system favoring states with large Democratic majorities. They outlined a four point program including corporate tax revision relief for next year amendments to liberalize the social security act and railroad aid while fearing a possible filibuster on arms embargo repeal and neutrality powers.
