Treasury Tax Plan Flayed by Ruml in Hearing
Beardsley Ruml, head of the Federal Reserve Bank of New York, denounced the treasury plan to collect income taxes at the source and urged a pay-as-you-go system. He warned the withholding would cause double taxation and cost low-bracket taxpayers 24 percent of their income in 1943. He proposed writing off 1942 taxes and shifting to current taxation in 1943 with no revenue loss. Prior to his testimony, Seidman urged adding $5 billion to the tax bill via sales tax or higher exemptions.
