Snow almost blocked roads around Amarillo last night and this morning. Only openings were north to Denver and toward the North Plains via Panhandle. Driving remained hazardous in the Amarillo vicinity but cleared up short of the Canadian.

Amarillo Independent School District officials returned from Austin after arguing to refund 4140000 in bonds issued for a 1927 school building. At 4.25 to 4% interest, refunded bonds could save about 233000 in interest, with total debt at 2188000. The state board refused, calling reinvestment constraints mandatory. The district aims to continue its building program despite the setback.
The forecast covers Amarillo and vicinity with cloudy and colder today then partly cloudy and colder tonight. Wednesday brings fair skies and rising temperatures. West Texas expects cloudy conditions with possible snow or sleet and cooler air from the Panhandle to El Paso.
