President Roosevelt told Congress the United States faces an unprecedented foreign peril and urged a swift, driving arms buildup for defense and to aid democracies abroad. He outlined four essentials freedoms, called for greater taxation to fund defense, and warned against appeasement while stressing that democracy’s future hinges on united action across four continents.
