Air Force Adequate To Defend United States and Canal Zone
Major General Henry H. Arnold outlines an aerial armament program to defend the continental United States and the Panama Canal Zone. The plan includes 5,500 ships with 3,300 in service, two new U.S. bases plus bases in Panama, Puerto Rico, and Alaska, and 14 civil aviation schools to boost pilot output. He notes Europe’s intensive training may total 700,000 air personnel by 1939, far above U.S. forces, with Italy, France, Britain, Germany, and Russia expanding rapidly.
