Banking to Be Studied After Christmas

After a year of discussion in Congress the Senate Banking Committee is poised to study banking conditions with focus on Federal Reserve use in speculative markets. The King resolution seeks a broad inquiry into credit conditions, with preliminary hearings by post holiday, possibly including Fed board officials. Senate leaders warn against disrupting markets but expect a formal inquiry after holidays, subject to Fed board approval. The Norbeck measure would allow state bank members of the Federal Reserve to open branches in foreign countries and U S territories, a move seen as likely once Congress acts. National banks already have such authority. state banks depend on nonmember status and state law.
