Oakland voters face a citywide shutdown as more than 100000 AFL workers strike halting transit, trucking, and construction while Mayor Beach gains extraordinary powers. Food supplies dwindle, stores close, and essential services largely fail to function during the second day of disruption.
Thousands of AFL members join a mass walkout snarling traffic toward the San Francisco Oakland Bay bridge approaches. Leaders say only agreement on terms ends the strike while Sailors Union head calls it a fight against fascism. Police had to move supplies through picket lines to downtown stores.
Greek ambassador Vassili Dendramis announced formal border violation charges against Yugoslavia Bulgaria and Albania and urged a United Nations on the spot investigation. He said the complaint was given to Secretary General Trygve Lie and asked the Security Council to discuss it. Premier Tsaldaris, en route to New York to present the complaint, was delayed in Paris by weather.
The United Nations moved toward concrete arms reduction action as Soviet Russia accepted U S principles including non vetoed inspection. A 20 member sub committee was created to reconcile proposals with nations such as United States Britain France China Canada India Czechoslovakia Mexico Egypt Australia Brazil and Argentina. Molotov's accord was seen as not hindering ultimate agreement.
Sir Hartley Shawcross hailed the Soviet concession as a breakthrough while Paul Hasluck said the stance cleared the way for UN action. Sen Tom Connally welcomed Moscow accepting the US plan as a discussion base and Molotov outlined a veto free inspection system with Russia ready to withdraw its proposals in favor of the American plan but seeking amendments.
The Soviet government supports measures by the security council to prohibit weapons of mass destruction and urges unanimous council action for arms reduction and control commissions. It rejects claims that any vetoed state can block control and inspection and says attempts to block would violate security council decisions.
Washington reports Judge T Alan Goldsborough fines the United Mine Workers 3.5 million dollars for contempt of court and levies a 10 thousand dollar penalty on UMW President John L Lewis. Government hopes emerge that the coal strike may be called off amid looming industrial crisis and broad embargo by rail.
Railroads report a general embargo on freight with exceptions for essential goods such as foodstuffs fuel medicines and soaps. Interline shipments require authorization from the American Association of Railroads while express to California banned. Post office parcels may face changes but no lines form yet. Industry sources warn of disruption for steel and smelter shipments and note ongoing conference to assess regional impact.
Carthage December 4 UPI Railroad Commissioner Ernest O Thompson defended exporting Texas natural gas to eastern states. He cited Big and Little Inch pipelines as vital for meeting fuel needs and boosting gas value while critics warn of venting gas.

Moscow Radio quoted an Ankara dispatch saying the United States might send troops to revolt torn Greece. The broadcast claimed well informed Greek circles say Britain is negotiating with the Americans to obtain consent for dispatching at least a small force to northern Greece.
Detroit December 4 Kaiser Frazer Corp said it increased the price of the Kaiser special auto by 94 dollars and the Frazer by 124 dollars effective immediately.

Dr. Wernher von Braun, 34, says a space platform 5 000 miles up could serve as a moon refueling station within ten years. It would require parts sent separately and a pressurized suit for cold, low-oxygen conditions. Army scientists estimate near one billion dollars to place a fist sized piece on the moon, and say circling the moon may be easier than landing.
