The Wickersham commission reports the annual cost of crime at over 1.1 billion dollars with Prohibition as a major factor. It details federal and state expenditures, losses from mail fraud and forgeries, crimes insurance, and indirect costs, based on studies in 300 cities and multiple states.
Floods along the Yangtze and tributaries flood vast regions, drowning thousands and leaving 30,000,000 homeless. Hankow and surrounding cities fear destruction as shelters overflow and crops die. Government bonds seek flood relief while other rivers swell and compounding misery grows.
About 200 laws from the 42nd Legislature move into force at midnight. A three cent tax on cigarette packs is expected to raise 5 to 6 million dollars for general revenue and school funds. Other taxes cover peddlers, natural gas, sulfur, cement, and pistol dealers, with much of the revenue directed to schools.
Wheat in Amarillo rose 40 percent in two weeks. The Friday quotation fell to 20 cents per bushel, then climbed to 28 cents amid a rising trend from 26 cents the day before.
An accord in Washington for exchanging 25 million bushels of surplus wheat for 1 05 million bags of coffee with Brazil. Farm Board plans also to sell 15.9 million bushels of wheat to China on long term credit to aid famine victims, reducing total stocks to about 275 million bushels.

Quartzburg and Granite Creek in ashes with Placerville in danger as 300 refugees shelter on a sand flat. Center ville briefly encircled, saved last night. Losses estimated at 500000 as a gold mine and town equipment are destroyed while 11 fires sparked by lightning challenge crews north of the burned area.
In Havana an outbreak of fighting left one dead and prompted a government crackdown while insurgent leaders warned the revolution hung in the balance. Federal troops reportedly defeated 200 rebels near Gibara, with 30 killed and many wounded, as a revolt’s fate loomed in days.
Hereford Texas dispatch reports letters sent to 41 towns along West Texas Gas Co asking them to join a campaign for a flat rate of 30 cents per 1000 cubic feet. Mayor Edgard S Ireland and Chamber of Commerce President John P Slaton led a protest meeting praising Amarillo Mayor Ernest Thompson for a recent rate cut.
Partly cloudy tonight with unsettled conditions Saturday across Amarillo and West Texas. New Mexico shows fair south and unsettled north with possible showers and thunderstorms in north central areas tonight and Saturday. Temperatures ranged from 64 to 82 degrees at 1 PM.
In Freeport Texas two army pilots were killed when their plane struck a power line across the Brazos River and plunged into the water at 9 30 A M. The bodies had not been recovered by noon as coast guardsmen and locals worked to raise the aircraft from the river.
Judge E C Nelson Jr of Potter County court at law remained in serious condition after an appendicitis operation last Monday at Northwest Texas Hospital. Attendants reported a restless night and no immediate danger, though his health was described as very low this morning.

The submarine Nautilus reaches the polar ice barrier for a perilous push toward the North Pole under Sir Hubert Wilkins. Crew expect return to Spitzbergen in about three weeks while Wilkins aims to gain new polar knowledge aided by ice breaking gear.
