Quinones, born in Monterrey, trained mostly in Mexico, worked as cashier for New York Life in several Mexican cities, then Havana, and returned to Mexico in 1918 for newspaper work and government advisory roles. He joined the Mexican Consular Service in 1925 as vice consul in New Orleans and later Los Angeles, undertaking tariff studies on invitation from officials in Mexico.
