Navy and War Shipping Board Fight for Power

The House naval committee disclosed a behind the scenes struggle between the navy department and the War Shipping Administration for control of the auxiliary ship contraction program. It recommends 1 000 000 tons of new vessels and warns changing policy now would push the Navy into a pioneer role for the War Shipping Administration. The navy sought 1 000 000 tons but was told the Shipping Administration would receive the funds and authority. The 1 000 000 ton program, about 1 238 100 000 dollars, would add to 2 550 000 tons already authorized since May 1941. The panel noted Pearl Harbor losses of 27 ships totaling 118 551 tons and stressed maintaining a substantial reserve for contingencies.
