The Senate approves the 1920 tax provisions within the War Revenue Bill after a lengthy debate. A quartering of party lines and spirited clashes marked the session as lawmakers pressed for final passage.
In Washington on December 21 Alfred L. Becker deputy attorney general of New York testifies at the Senate German propaganda inquiry. He alleges Senator Reed represents William Hearst while Reed denies representing anyone but seeks truth amid sharp exchanges over scraps of evidence connecting Hearst to German agents. Becker cites a $1,000,000 Morgan loan with Bolo Pasha and questions credibility of Hearst.
Senate adopts 1920 tax provisions in party line vote with Democrats pushing to retain lower rates and Republicans opposing. Debates on individual tax cuts, corporation taxes, and war profits taxes dominated sessions and led to adjournment until Monday for final action.
An Associated Press report from London dated December 21 quotes a captured British officer and Serbian consul witnesses alleging severe abuse of Serbian soldiers and civilians interned by Bulgaria. The officer describes appalling conditions in camps and mosques, noting mass casualties among the 130 men at one site and brutal flogging of inmates in another. Continued on Page Three.
Salvatore Barzilai, former Italian cabinet mentor, told reporters in Paris that Italy suffered about 500000 deaths in World War I. He said 200000 died in action, 800000 died of disease, and 300000 were severely wounded with about 500000 captured, urging world sympathy at the peace conference.
The German minister to Mexico since 1915, Hein rich Von Eckhardt, has been recalled by the new German government. He plans farewell calls and will depart via the United States. Dr Arthur Von Mangus will manage German affairs in Mexico and halt anti American propaganda. Von Eckhardt had been linked to Zimmermann’s 1917 war plots to draw Mexico and Japan against the United States.
State department officials said no application had been received from the German government for safe conduct through the United States for Von Eckhardt recalled German minister to Mexico. According to Mexico City dispatches he plans to return home via the United States. Such an application would be made through the Swiss legation and would undoubtedly be granted.
A man identified as Piper hanged himself in a county jail cell tonight. Attorney Charles B. Cross had called to consult, and Piper was last seen alive at 7 30. Mrs Isilda Carlson Piper, his wife, was near collapse upon learning of the death and had believed in his innocence.
Washington reports demobilization of home military forces at about 27 000 daily last week reaching 29 008 officers and 188 562 men by December 14. General March says over 900 000 men assigned for early demobilization including 20 000 divisional troops and 18 000 engineers. Pershing’s December 15 report notes 3 210 Americans released from enemy custody and few prisoners remaining in isolated camps. Red Cross and allied searches continue for last detained Americans.
The revolutionary parliament granted the cabinet full authority to manage affairs. A national central executive committee of twenty seven soldiers and workers, all from majority Socialists, was created to supervise and potentially eject cabinet members. The congress pushed socialization of industries starting with coal pits with later moves toward steel and chemicals. Berlin hosted the body amid tensions, while Vorwaerts predicts forthcoming disclosures from Adolph Joffe about Haase.
Presidents First Were in France showed results from conferences with French and Italian statesmen. The articles emphasize that Wilson considers the treaty of peace is not enough to secure lasting settlement.
Paris dispatch reports President Wilson plans a Christmas through New Year trip to England. He will meet Lloyd George and discuss a treaty with focus on freedom of the seas and a League of Nations. American destroyers may carry him across. weather and naval routes under review.
President Wilson was awarded the honorary doctor of laws degree at the Sorbonne in Paris marking the university’s first such honor. Ceremony attended by Poincare, the senate and deputies, diplomatic corps, government officials, and top military authorities.
